The outside world must come to grips with the fact that Rwandan President Paul Kagame controls an important region of Congo.
Since 1996, the Tutsi-led Rwandan government has pretty much controlled Congo’s eastern provinces of North and South Kivu, mostly by militias financed and trained by the Rwandan Army. "During these 12 years of Rwandan control," wrote Herman Cohen in a 2008 New York Times Op-Ed, "the mineral-rich provinces have been economically integrated into Rwanda.”
According to Colum Lynch of Foreign Policy, the M23 movement was founded by rogue officers from the Congolese army. But a leaked confidential U.N. panel report alleged that the group essentially takes its orders from James Kabarebe, Rwanda's defense minister.
This past July, Stephen Rapp, head of Obama’s war crimes office, warned President Kagame that his support of M23 could land him at the International Criminal Court like Charles Taylor. Why is the United States waiting to act on this threat? Why is the United Nations seemingly helpless?
Here's the problem: Kagame, Congolese President Joseph Kabila and the Ugandan president, Yoweri Museveni, all Tutsis, have been making fools out of the world community by switching leaders in eastern Congo every time the International Criminal Court demands the arrest of war criminals to which they are tied.
Kagame’s lobby in the United States has successfully won support in the U.S. government. Meanwhile I think that Kabila, who is known by diplomats in Kinshasa as "le petit Rwandais,” is Kagame’s trojan horse in Kinshasa.

Britain suspends Rwanda aid on DR Congo rebel support

LONDON — Britain said Friday it would withhold £21 million ($33.7 million, 25.9 million euros) in aid to Rwanda following concerns over its support of rebels in the Democratic Republic of Congo.
The announcement by International Development Secretary Justine Greening follows the widely-criticised decision by her predecessor Andrew Mitchell to restore a tranche of aid in September following its suspension in July.
Britain meanwhile said it would give a further £18 million to provide 100,000 people in DR Congo with food, water, household items and emergency education, as the advance of M23 rebels sparks fears of a humanitarian catastrophe.
"The government has already set out its concerns over credible and compelling reports of Rwandan involvement with M23 in DRC," Greening said in a statement.
"This evidence constitutes a breach of the partnership principles set out in the memorandum of understanding, and as a result I have decided not to release the next payment of budget support to Rwanda."
Under these principles, Britain will only provide aid to governments who show strong action on reducing poverty, tackling corruption, improving accountability and meeting international obligations to support peace and respect human rights.
"We are committed to finding lasting solutions to the conflict in this region and will work with the governments of Rwanda and DRC to secure a peaceful resolution to the situation in eastern DRC," Greening said.
Britain is the second largest bilateral donor to Rwanda after the United States and had been due to grant £75 million this year, of which £37 million was general budget support payable directly to the government.
Over the four previous years, Britain paid out about £265 million in total aid to Rwanda, according to officials.
Britain suspended its aid in July along with other Western donors after a UN report accused Rwandan officials of backing army mutineers in eastern DR Congo, who formed a rebel group called M23. Rwanda strongly denied this.
In September, however, outgoing international development minister Andrew Mitchell said half the suspended funds -- £8 million -- would be paid to the government as planned and the other half donated through alternative channels.
Greening's action blocks £21 million of general budget support which was due to be paid in December.

The British government will withhold aid to Rwanda following allegations that the country has been financing rebels in the Democratic Republic of the Congo (DRC).

In a defining moment for UK aid policy to Rwanda, the international development secretary, Justine Greening, announced on Friday that £21m of budget support – money that goes directly to the Kigali government – due to be handed over next month will not now be released.

In July, Britain withheld £16m in aid after an interim UN report alleged Rwanda's involvement in neighbouring DRC, but the money was controversially restored by Greening's predecessor Andrew Mitchell in September on his last day at DfID.

Greening's decision is perhaps no surprise. Last week, she and the foreign secretary, William Hague, said a subsequent report by the UN expert group (pdf) into the fighting in the DRC provided "credible and compelling" evidence of Rwandan support for the M23 rebels who are fighting government troops. The violence has led to the displacement of almost half a million people in eastern Congo, raising fears of a humanitarian crisis.

Rwanda's president, Paul Kagame, denies the allegations.

The EU, US, Germany, the Netherlands and Sweden have already suspended aid to Rwanda.

Greening said on Friday that the evidence DfID had gathered "constitutes a breach of the partnership principles set out in the memorandum of understanding [between Britain and Rwanda], and as a result I have decided not to release the next payment of budget support to Rwanda".

She added: "We are committed to finding lasting solutions to the conflict in this region and will work with the governments of Rwanda and DRC to secure a peaceful resolution to the situation in eastern DRC."

The UK international development select committee backed Greening's decision, but in a report published on Friday it said DfID should consider the alternative channels to deliver its aid and the wider implications for its programmes if unrest in the region continues. The committee also questioned how Mitchell could have concluded in September that Rwanda's support for the M23 rebels had ended.

Britain is Rwanda's largest bilateral donor, and planned to increase its aid from around £75m in 2012-13 to £90m by 2015. The UK has praised the east African state for making progress on poverty alleviation and meeting the millennium development goals.


Human Rights Watch's UK director, David Mepham, said withholding aid to Rwanda sent an "unequivocal message" to Kigali to stop supporting the "abusive M23 rebels in eastern Congo". A HRW report in September said the Rwandan army had deployed troops in eastern Congo to support M23's military operations.

Mepham added: "The UK is also rightly calling on Rwanda to respect basic human rights … For years, these principles have been breached by Rwanda without triggering any response from the UK government. We hope today's statement marks the beginning of a new era in which the UK government will uphold its principles on human rights and require its development partners to do the same."

The head of the African Development Bank, Donald Kaberuka, this month urged donors to unfreeze aid to Rwanda to avoid causing long-term damage in the country. East African Business Week reported Kaberuka saying the consequences of withholding aid could be costly and take a long time to repair.

DfID will provide a further £18m of support for immediate humanitarian needs in DRC, it announced on Friday. Aid agencies have warned that thousands of people are seeking shelter in camps for internally displaced persons that are already beyond capacity, raising concerns of a cholera outbreak.

The DRC country director of Mercy Corps, Mark Dwyer, said: "Thousands of displaced people are in and around Goma now, searching for a safe place for their families. Many have moved from one camp to another and back again across the last week, fleeing the fighting.

"Preventing cholera is our absolute No 1 priority. In some areas right now there are over 200 people for every one latrine, and 700 people sharing a single hand-washing station. The combination of poor sanitation like this and a shortage of clean water makes water-borne disease a very real threat. Our engineers and staff are working around the clock to help bring water to more than 400,000 people here who need it, as well as building many more latrines and washing facilities, and training those living in camps on the importance of basic sanitation practices like hand-washing."

Le chef de l'armée de terre congolaise, le général François Olenga, a déclaré lundi 26 novembre être prêt à "contre-attaquer" les rebelles du M23 s'ils ne se retirent pas d'ici à mardi de Goma, chef-lieu de la province du Nord-Kivu.

Le nouveau chef de la force terrestre, le général François Olenga a proféré des menaces à l'endroit des rebelles du M23. " Si le M23 ne quitte pas Goma comme prévu, les FARDC passeront à l'attaque pour les en déloger ".
Si les rebelles "ne respectent pas" le délai fixé à mardi par le sommet de Kampala pour leur retrait de Goma, "nous, on va faire notre travail et restaurer l'autorité de l'Etat", a déclaré le général François Olenga, le nouveau chef d'état-major des Forces armées terrestres par intérim, en remplacement du général Gabriel Amisi Kumba, dit Tango Four.
"Toute la population congolaise est contre l'agression et ça, ça nous suffit, ça nous donne le moral de contre-attaquer", a-t-il ajouté.
Le général François Olenga n'a pas voulu préciser si l'offensive se ferait dès la fin de l'ultimatum du dernier sommet extraordinaire de la Conférence internationale sur la région des Grands Lacs (CIRGL), autrement dit ce lundi soir.
" Tout est en ordre à Minova, explique le général Olenga, j'ai fait déplacer les gens, tous les militaires de la 8ème région sont à leur poste ", ajoutant qu'il a fait " arrêter ceux qui ont mal agi. " Il a fait allusion aux exactions qui ont été signalées ces derniers jours dans la cité de Minova, où l'on trouve une forte concentration de soldats des Fardc.
Des cas de pillages, d'extorsion, et une dizaine de viols sur lesquels la Monusco est d'ailleurs en train d'enquêter. Selon le gouverneur du Sud-Kivu, Marcellin Chisambo, pas moins de 579 hommes des FARDC ont été mis aux arrêts.
Des soldats qui quittaient leurs postes en désordre pour partir vers le sud, vers Bukavu, une débâcle à laquelle la hiérarchie dit avoir mis fin.
Les rebelles du M23 contrôlent toujours ce lundi 26 novembre la ville de Goma.
Le chef militaire de la rébellion, Sultani Makenga, qui s'est rendu lundi 26 novembre à Kampala pour la poursuite des pourparlers avec le président ougandais Yoweri Museveni, a fait savoir que son mouvement a rejeté les conditions posées à l'issue de Kampala V ce samedi, qui donnent au M23 jusqu'à lundi 26 novembre soir pour quitter la ville.
Autrement dit, pas de retrait pas de négociation. De leur côté, les mutins réclament exactement l'inverse et affirment qu'ils ne partiront pas de Goma tant qu'ils n'auront pas négocié directement avec le président Joseph Kabila.

Rwandan support for rebels in neighbouring Democratic Republic of Congo may be more widespread than previously believed, the BBC has found.

Kigali has already rejected UN accusations that it is backing the M23 rebel group which recently captured the strategic eastern city of Goma.

Two ex-rebel fighters told the BBC they were offered money from Rwanda to set up a new front further south.

More than 500,000 people have fled seven months of fighting in the east.

Rwanda has previously backed armed groups in eastern DR Congo as a way of fighting Hutu militias who fled there after Rwanda's 1994 genocide, in which some 800,000 people died.

The M23, who like Rwanda's leaders are mostly ethnic Tutsis, has also denied it is funded by Rwanda.
'Co-ordination order'

BBC East Africa correspondent Gabriel Gatehouse spoke to two former rebel fighters in Bukavu, which lies on the southern tip of Lake Kivu, some 200km (125 miles) from Goma.

They were from DR Congo's minority Tutsi ethnic group and said they had joined the rebel Congolese Movement for Change in July to fight for a better life for the people of the east.

They had spent several months in the bush fighting the army, thinking they were part of a home-grown movement.

"Then our chairman of this movement came with a delegation of the government of Rwanda, saying that the movement has been changed, we have to follow the instructions of the Rwanda government," Capt Okra Rudahirwa told the BBC.

He said he and his men were given monthly supplies of cash - sometimes as much as $20,000 (£12,500) dollars, with which they bought food, uniforms and medicines.

His commander, Col Besftriend Ndozi, told the BBC they were also put in contact with a senior M23 commander, a Col Manzi, who urged them to co-ordinate their efforts.

M23 rebels are due to withdraw from recently captured towns

"Manzi told us that the Rwandan army had given him the authority to support us and to command us. He ordered us to continue our fight, just as M23 were doing in the north, so that together we would demoralise the government," Col Ndozi said.

The men said they decided to abandon the fight once they realised the scale of Rwandan involvement.

The Rwandan government has declined to comment on the allegations.

But many of the details of this account, including dates and names of intermediaries, tally with separate research carried out by the UN, our correspondent says.

A recent report by UN experts said the M23's de facto chain of command culminated with Rwanda's defence minister.

It also accused neighbouring Uganda of aiding the rebels.

Kampala has denied the allegations and has been mediating over the last week following the M23's capture of Goma.

Its military commander, Sultani Makenga, has said he will withdraw his forces to a 20km buffer zone around Goma in the coming days.

The group mutinied from the army in April, saying it was because a 2009 deal to end a previous uprising by a Tutsi militia had not been fulfilled.

Rwanda says FDLR rebels attacked villages, rebels deny this

KIGALI (Reuters) - Rwanda said on Tuesday its troops clashed with Rwandan FDLR rebels who attacked three villages on its border with Democratic Republic of Congo, but a spokesman for the FDLR denied its fighters had been involved.
Rwanda has in the past used the presence of the FDLR as a justification for intervening in neighbour Congo. But the rebel group, which experts say has dwindled in strength, has not mounted a significant attack on Rwanda in years.
Rwandan defence forces spokesman Brigadier General Joseph Nzabamwita said about 150 fighters of the FDLR, a Rwandan Hutu rebel group operating in eastern Congo, attacked the villages at dawn in Rubavu district in Rwanda's Western province which borders Congo's North Kivu province.
"The RDF (Rwandan Defence Forces) has been engaging them. Some fled back to the DRC and others dispersed into Rwanda in small groups and the RDF is still engaging them," he said.
He said four FDLR fighters had been killed in the clashes but no civilians had been hurt.
The FDLR, which opposes the Tutsi-led government in Kigali and includes Hutu soldiers and militia suspected of participating in Rwanda's 1994 genocide, denied it had been involved in any fighting.
"Up to now, there is nothing to confirm there was an attack by our forces against Rwanda," FDLR rebel spokesman La Forge Fils Bazeye said.
The U.N. peacekeeping mission in Congo (MONUSCO) reported fighting north of North Kivu's provincial capital Goma, which since last week has been held by Tutsi-led rebels of the M23 movement, which has driven back the U.N.-backed Congolese government forces of President Joseph Kabila.
"There is fighting with heavy artillery going on north of Goma," MONUSCO spokesman Mounoubai Madnodje said.
But he could not say who was involved in the fighting.
No independent confirmation was available of the alleged FDLR attacks on the border villages.
Asked whether the FDLR had fighters in the area of the reported fighting, Bazeye said: "That's an area controlled by M23, we can't live side by side with M23."
Congo and U.N. experts accuse Rwanda of backing the M23 group in eastern Congo, a charge vehemently denied by Rwandan President Paul Kagame who has long complained that Kabila's government and U.N. peacekeepers have not done enough to drive out the FDLR from that area.
Heads of state from the Great Lakes states at the weekend called on M23 to halt its war against Kabila's government and to withdraw from Goma. Uganda's military chief said on Tuesday that an M23 leader had agreed to withdraw from Goma.
