The FDLR Military as they patrol Eastern DR
The bellicose statements of the Head of MONUC Mr. Alan Doss against the FDLR are an orgy of
lies, hatred and an expression of extreme irresponsibility and are unworthy of a representative of
the United Nations.
In his letter Nr. SRSG/303 of 28 April 2009 to Mr. Kenneth Roth, Executive Director of Human Rights
Watch, Mr. Alan Doss, Special Representative of the UN Secretary-General in the DRC, qualifies the
FDLR as “well-armed bandits” and adds that "The group [FDLR] has a history of bloody reprisal
against civilians ..." and that " We must now do everything we can to neutralize the menace of the
FDLR”. Furthermore, in his letter N. SRSG/304 of 28 April 2009 to Ms. Barbara Stocking, Director of
Oxfam UK, Mr. Alan Doss says that "... atrocities are being committed by FDLR against unfortunate
villagers. ... This behaviour has been a signature of the FDLR ...) ".
It must be noted that in these two letters, Mr. Alan Doss rushes into putting on the back of the FDLR
the Luofu massacres and all other crimes and all evils of which the Kivu Congolese population is
victim.
The FDLR are outraged and vehemently condemn these irresponsible and warmonger statements of the
Chief of MONUC tainted by lies and impregnated by a racist behaviour and deem unworthy of a
United Nations Representative. While reading Mr. DOSS’s statements, one wonders where might lie
the difference between his statements and those of war criminal Paul Kagame that Hutus are criminals
by nature and must therefore be eliminated systematically and by all means, and any resistance they
might oppose to oppression should be crushed.
In these writings, Mr. Alan Doss has publicly revealed his true face, namely that of a sounding board
for the racist, neo-colonial and hegemonic policy of the mercenary and mafia regime in Kigali and its
masters, as well as his real mission which is nothing other than to cover-up the plan of extermination of
the peoples of the African Great Lakes Region and the plunder of its immense wealth by the same
predators.
The FDLR remind the public and the media that they have never ceased to condemn in the strongest
terms the ongoing war in eastern DRC and all abuses and all various crimes against humanity that
accompany it and whose first victims are none other than the Rwandan Hutu refugees and the
Congolese civilians in eastern DRC.
The FDLR reiterate for the nth time their request to the Security Council of the United Nations, the
European Union and the African Union to establish an independent international commission to
investigate all abuses and all crimes committed throughout the African Great Lakes Region so that the
perpetrators are identified and brought to justice. The FDLR reiterate their offer to cooperate in
identifying the perpetrators of these heinous crimes against civilians by sharing with this international
commission all information at their disposal to facilitate that identification.

The FDLR remain confident that the liberation of the Rwandan people is now a matter of time and it is
up to only African peoples and alone to write in gold letters the names of true heroes of their liberation.
They reaffirm that human rights in Rwanda, as well as elsewhere live Rwandans in the diaspora and
inside Rwanda alike, are not negotiable.
