While greeting this creditable initiative of the American Senate, one must stop keeping silent and one quotes by name Rwanda and Uganda whose support for the M23 rebels was shown once more by the United Nations experts.
The American Senate adopted unanimously an amendment on Thursday November 29th, 2012 imposing sanctions to those who provide financial resources, materials, or the technological support to M23 rebels group in Democratic Republic of Congo. This amendment 3199 of the National Defence Authorization Act (NDAA), was introduced by the senators Dick Durbin (D-Ill.), Chris Coons (D-LED), Barbara Boxer (California), John Boozman (R-Ark.), Sherrod Brown (D-Ohio), and Jim Inhofe (R-Okla.).
"M23 was proof of an unacceptable contempt for the human life and of the territorial integrity of Congo and seems to be determined to lead the Central Africa in a mortal spiral, the war which could put the area on the ground", indicated the senator Coons. "The actions of the M23 rebels, as those which help and encourage them are deplorable and must be arrested immediately.
These sanctions are conceived to stop the illicit and dangerous support that M23 receives close to those who seek to destabilize the area. I congratulate the senator Durbin to have taken the initiative of this amendment, and I am happy that the Senate spoke the same voice unanimously the support of its passage. "Let note that the senator Coons is a president of the Sub-committee of the foreign relations of the Senate on the African businesses.

"The civil war in the Eastern of Congo is the most fatal conflict since the Second World war and its cruelty defies all description", declared the senator Durbin. "Last week, one of the rebel armed forces occupied the town of Goma and chose Kinshasa, capital of Congo"

It is important to underline that the eastern of Congo in prey of the civil war for more than two decades. The fight for the control of the mineral resources of the vast area, the conflicts killed the millions innocent civilians and subjected to the violences, in particular the rape as arms of war. Known as the "world capital of the rape", approximately 1,000 women are attacked each day - either nearly 12 % of all the women in Congo. The conflict is also marked by the use of the soldier children and bloody and brutal violence inflicted to the civil populations...
